(4) considerando l'opportunità di fornire orientamenti pratici sull'attuazione del regolamento (CE) n. 761/2001 al fine di dare alle organizzazioni un sostegno efficace e di contribuire allo sviluppo armonico del sistema EMAS in tutti gli Stati membri, questi orientamenti devono riferirsi in particolare al coinvolgimento del personale dipendente di cui all'allegato I.B.4 dello stesso regolamento e alla stesura della dichiarazione ambientale di cui all'allegato III.3.1 del medesimo.	(4) Whereas it is approporiate to give practical guidance on implementing Regulation (EC) No 761/2001 to offer organisations effective support and to contribute to a harmonised development of EMAS in all the Member States. That guidance should cover in particular employee involvement as referred to in Annex I(B)(4) to that Regulation and the drafting of environmental statements as referred to in Annex III(3)(1) thereto.

RACCOMANDA:	HEREBY RECOMMENDS:
1) Le dichiarazioni ambientali EMAS di cui all'articolo 3, paragrafo 2, lettera c), del regolamento (CE) n. 761/2001 devono essere formulate in conformità agli orientamenti di cui all'allegato I della presente raccomandazione.	1. EMAS environmental statements as referred to in Article 3(2)(c) of Regulation (EC) No 761/2001 should be prepared in accordance with the guidance set out in Annex I to this recommendation.
2) Le organizzazioni che applicano il sistema EMAS devono tenere conto degli orientamenti sulla partecipazione dei dipendenti di cui all'allegato II.	2. Organisations implementing EMAS should take account of the guidance on employee participation set out in Annex II.
3) Le organizzazioni e i verificatori ambientali devono tenere conto degli orientamenti relativi all'individuazione degli aspetti ambientali e alla valutazione della loro significatività di cui all'allegato III.	3. Organisations and environmental verifiers should take account of the guidance on the identification of environmental aspects and assessment of their significance set out in Annex III.
4) Le piccole e medi imprese e i rispettivi verificatori ambientali devono tenere conto degli orientamenti sulla verifica delle PMI di cui all'allegato IV.	4. Small and medium-sized organisations and environmental verifiers should take account of the guidance of the verification of SMEs set out in Annex IV.

EMAS è aperto a qualsiasi organizzazione che intenda migliorare la propria efficienza ambientale globale. I presenti orientamenti sono intesi ad aiutare le organizzazioni a individuare i problemi di cui tenere conto al momento di redigere la dichiarazione ambientale di cui all'allegato III del regolamento (CE) n. 761/2001.	EMAS is designed to help an organisation to manage and improve its environmental performance. This guidance is intended to assist the organisation in producing the environmental statement required by the scheme under Regulation (EC) No 761/2001 and identifies issues to be considered in preparing the statement in accordance with Annex III.
Nella stesura del presente documento si è tenuto conto delle esigenze di informazione delle parti interessate e delle modalità con cui le organizzazioni possono soddisfare tali esigenze. L'apertura, la trasparenza e la periodica trasmissione di informazioni in materia ambientale sono elementi chiave che differenziano EMAS da altri sistemi. Tali fattori sono importanti anche per consentire all'organizzazione di ottenere la fiducia delle parti interessate.	In preparing this guidance consideration has been given to the information needs of interested parties and how organisations can meet those needs. Openness, transparency and periodic provision of environmental information are key factors in differentiating EMAS from other schemes. Those factors are also important for the organisation in building confidence with interested parties.

Un'accurata preparazione della dichiarazione ambientale ne accrescerà l'utilità e la capacità di comunicare i risultati e i costanti miglioramenti delle prestazioni ambientali raggiunti dall'organizzazione. In particolare, la dichiarazione ambientale costituisce l'occasione per trasmettere un'immagine positiva dell'organizzazione a clienti, fornitori, comunità locali, appaltatori e dipendenti.	Thorough preparation of the environmental statement will increase its usefulness and add considerable value for communicating the results and continuous improvement of an organisation's environmental performance. In particular it provides an opportunity to market a positive image of the organisation's performance to customers, suppliers, neighbourhood, contractors and employees.
Le parti interessate necessitano di differenti tipologie di informazione. Tenere conto fin dall'inizio delle loro diverse esigenze è importante ai fini di decidere contenuti, forma e modalità di diffusione della dichiarazione.	Interested parties require different kinds of information. Early consideration of their needs is important in deciding what to include in the statement, what form it should take and how it should be communicated.
Il sistema EMAS è sufficientemente flessibile da consentire alle organizzazioni di destinare informazioni pertinenti a pubblici specifici, garantendo allo stesso tempo che tutte le informazioni siano disponibili a coloro che ne facciano richiesta. Si deve analizzare in che modo l'informazione potrà meglio conseguire il proprio obiettivo: se tramite un'unica relazione o tramite estratti di un corpus di informazioni convalidate. Le informazioni da utilizzare nella dichiarazione ambientale dovrebbero essere rapidamente disponibili a partire dal sistema di gestione ambientale e, in quanto tali, non dovrebbero essere difficili da reperire.	EMAS provides flexibility to allow organisations to target relevant information to specific audiences while ensuring that all information is available to those who require it. Consideration should be given to how best to target information, whether in one single report or as extracts from a body of validated information. Information to be used in the environmental statement should be readily available from the environmental management system and, as such, should not prove difficult to generate.
Anche se il regolamento (CE) n. 761/2001 dispone che le informazioni ambientali siano rese disponibili a stampa per coloro che non possono accedervi in altro modo (allegato III, punto 3.1), le organizzazioni sono incoraggiate a impiegare tutti i metodi disponibili per rendere pubblica la dichiarazione ambientale (allegato III, punto 3.6). I documenti in formato elettronico, vale a dire le pagine web, costituiscono uno strumento efficace dal punto di vista economico per rendere disponibili le informazioni a un vasto pubblico e possono essere agevolmente stampati per metterli a disposizione di chi non ha accesso alla consultazione con mezzi elettronici. In tal modo, l'organizzazione può evitare l'onere di produrre grandi quantitativi di pubblicazioni patinate e costose. Il regolamento (CE) n. 761/2001 prevede che, per potere dare un quadro generale delle prestazioni ambientali dell'organizzazione, l'informazione deve essere disponibile in una versione consolidata a stampa al momento della prima registrazione da parte dell'organizzazione nel sistema EMAS, e successivamente ogni tre anni. Inoltre, l'organizzazione deve aggiornare su base annua ogni modifica apportata a tali informazioni [salvo in circostanze definite negli orientamenti in materia di verifica, convalida e frequenza dell'audit di cui all'allegato II della decisione 2001/681/CE della Commissione(1)].	Although Regulation (EC) No 761/2001 requires environmental information to be made available in printed form for those who have no other means of obtaining it (Annex III(3)(1)), organisations are encouraged to use all methods available for making the environmental statement publicly available (Annex III(3)(6)). Documents in electronic format, such as web pages, provide a cost-effective way of making information available to a large number of people and can easily be printed out for those who do not have access to such facilities. In this way, organisation can avoid the cost of producing large numbers of expensive glossy reports. To give an overall picture of the organisation's environmental performance, Regulation (EC) No 761/2001 states that the information must be available in a consolidated printed version at the organisation's first registration and then every three years. In addition the organisation must update any changes in this information yearly (except under circumstances defined in the verification, validation and audit frequency guidance set out in Annex II to Commission Decision 2001/681/EC(1)).

In quanto documento pubblico, la dichiarazione ambientale deve essere redatta in modo chiaro e conciso. Le dichiarazioni EMAS non devono necessariamente essere documenti lunghi ed elaborati. Una dichiarazione breve e ben presentata è in grado di trasmettere al lettore tutte le informazioni del caso. Ciò vale soprattutto per le piccole imprese.	As a public document, the environmental statement should be clearly and concisely written. EMAS statements do not need to be long, elaborate documents. A short, well-presented statement can convey all the appropriate information to the reader. This is particularly applicable to small companies.
Il regolamento (CE) n. 761/2001 non prevede una struttura specifica per la dichiarazione ambientale, né l'ordine di presentazione dei vari temi: spetta all'organizzazione determinarli, a patto di soddisfare i requisiti dell'allegato III, punto 3.2. Se l'organizzazione redige una dichiarazione ambientale per l'intera impresa ricomprendendovi diverse ubicazioni geografiche, è tenuta a strutturare la propria dichiarazione in modo tale da garantire l'individuazione esatta e la descrizione degli impatti ambientali significativi di ciascun sito (allegato III, punto 3.7).	Regulation (EC) No 761/2001 does not specify a structure for the environmental statement or the order in which items should be presented, that is a matter for the organisation to determine provided that the requirements of Annex III(3)(2) are met. If the organisation produces a corporate environmental statement covering a number of geographic locations, it should consider how to structure the statement to ensure that the significant environmental impacts of each site are clearly identified and reported in the corporate statement (Annex III(3)(7)).
Chi legge la dichiarazione ambientale potrebbe voler confrontare nel tempo le prestazioni ambientali di un'impresa, al fine di individuarne le principali tendenze. È perciò importante includere nelle dichiarazioni il medesimo tipo di informazioni rispetto agli anni precedenti, e riprendere le affermazioni rese per migliorare la confrontabilità e rendere comprensibili le informazioni. Readers of the environmental statement may want to compare the results of an organisation's environmental performance over time in order to identify significant trends. It is therefore important to include the same type of information as reported in previous years as well as to repeat any statements made to help improve comparability for the reader and make the information understandable. It might be advisable to appoint an outside person to review and comment on the document when it is complete.
2. ORIENTAMENTI	2. GUIDANCE
Questa parte fornisce alcuni orientamenti relativi ai requisiti previsti all'allegato III, punto 3.2.	This section gives guidance on the requirements specified in Annex III(3)(2).

Lettera a): "Una descrizione chiara e priva di ambiguità dell'organizzazione che chiede la registrazione EMAS e un sommario delle sue attività, dei suoi prodotti e servizi nonché delle sue relazioni con qualsiasi organizzazione madre".	Point (a) "a clear and unambiguous description of the organisation registering under EMAS and a summary of its activities, products and services and its relationship to any parent organisations as appropriate".

Orientamenti: Precisare l'ubicazione dell'organizzazione e delinearne le attività, i prodotti e i servizi. Per fornire queste informazioni sarà utile ricorrere a mappa, fotografie e diagrammi corredati dei relativi commenti, da impiegare eventualmente anche per illustrare la struttura gestionale dell'organizzazione e le sue relazioni con altre parti dell'organizzazione.	How: Give the organisation's location and outline its activities, products and services. Annotated maps, photographs and diagrams are effective in providing this information and may also be used to illustrate the organisation's management structure and relationship to other parts of the organisation.
Occorre precisare se la registrazione a EMAS riguardi o meno l'organizzazione nel suo complesso, in modo da non ingenerare confusione rispetto a parti dell'organizzazione strettamente correlate da un punto di vista geografico e gestionale.	The presentation should clearly state if only part of the organisation is registered under EMAS so that there is no confusion with regard to closely related parts of the organisation, both from a geographical and managerial point of view.
Se l'organizzazione produce un'ampia gamma di prodotti, questi ultimi possono essere raccolti in gruppi di prodotti. Si possono citare i beni e i servizi prodotti, come pure il numero di dipendenti dell'organizzazione e i suoi principali dati economici.	If the organisation produces a large range of products, these may be combined into product groups. Goods produced and services provided could be included as well as the number of employees at the organisation and its basic economic data.
Si dovrà specificare se all'organizzazione fanno capo società controllate (anche solo in parte) o joint-venture, oppure se essa affida alcune produzioni all'esterno. Lo stesso vale per le acquisizioni, fusioni e le cessioni operate nell'anno in corso.	If the company has partially owned subsidiaries, joint ventures or out-sourced production, this should be accounted for. The same applies for acquisitions, mergers and divestments during the year.

How: Include the environmental policy in the environmental statement. Briefly outline the organisation's management framework for implementing the policy. An organisational chart showing responsibility for environmental issues may demonstrate how the environmental management system (EMS) is implemented. A simple flow chart or diagram may also show links between the policy, identification and evaluation of aspects, targets and objectives and auditing.

Scopi: Riportare un quadro completo degli aspetti dell'organizzazione che risultano significativi dal punto di vista ambientale e spiegare le conseguenze ambientali delle attività, dei prodotti e dei servizi resi. Fondamentale è consentire la comprensione del nesso esistente tra le attività dell'organizzazione e l'eventuale impatto ambientale significativo da esse derivante.	Intent: To give an overall picture of the organisation's significant environmental aspects and to explain the environmental consequences of its activities, products and services. The key issue is that the reader understands the link between what the organisation does and the significant environmental impact that can be caused.
Orientamenti: L'organizzazione può descrivere in che modo ciascuno dei suoi aspetti significativi dal punto di vista ambientale eserciti un impatto sull'ambiente. Oppure, l'organizzazione può elencare vari comparti ambientali (ad esempio, aria, acqua, flora, fauna) e descrivere quali dei suoi aspetti significativi eserciti un impatto su ciascuno di essi. Questo tipo di informazione può essere riportato in forma concisa anche tramite diagrammi di input/output, matrici e pittogrammi annotati. How: The organisation may describe how each of its significant environmental aspects impact on the environment. Alternatively, the organisation may show different environmental media (such as air, water, flora and fauna) and describe which of its significant aspects impact on each. Input/output diagrams, matrices and annotated pictograms are all useful ways of showing this information in a concise form. See also the guidance on environmental aspects and impacts set out in Annex III to this recommendation.
Si possono inoltre riportare commenti sugli impatti provocati da incidenti e responsabilità ambientali. Un modo per farlo potrebbe consistere in un modello che illustri il rapporto tra le attività previste dal programma e le conseguenze in termini di impatto ambientale.	It is important that the EMAS statement clearly describes the relation between the environmental programme with its various activities and the potential nature of their environmental impacts. One way to describe this may be done in a matrix showing the relationship between the activities in the programme and the associated nature of the environmental impacts.

Scopi: Indicare quanto l'organizzazione intende fare per migliorare le proprie prestazioni ambientali. Il programma ambientale dell'organizzazione, con i suoi obiettivi e finalità, serve a comprenderne le attività volte a migliorare le prestazioni ambientali. L'organizzazione dovrebbe essere in grado di dimostrare l'esistenza di un chiaro legame tra gli aspetti da essa considerati più significativi e i progetti di miglioramento.	Intent: To show what the organisation intends to do to improve its environmental performance. The organisation's environmental programme with its objectives and targets will help the reader to understand the organisation's activities to improve its environmental performance. The organisation should be able to demonstrate a clear link between the aspects that it considers most significant and the plans it has for improvement.

How: Report data on environmental performance against objectives and targets for the significant environmental aspects identified in accordance with Annex VI. Performance can be shown in a number of ways, such as graphs, charts and tables. Absolute figures on performance might be combined with performance indicators and thus relate performance to product output, to annual turnover and so forth. When reporting data, care needs to be taken that the correct units of measurement are used. Where data are aggregated from a number of sources in the EMS, the organisation will also need to ensure that the method of aggregation is accurate and can be checked and replicated by the verifier. Data should be reported in a consistent format to allow for comparison on a year-by-year basis.
Non è necessario che tutti gli obiettivi e tutte le finalità siano conseguiti nell'arco di tempo previsto, in particolare nel caso in cui l'organizzazione si proponga finalità molto ambiziose. 3. CRITERI PER LA STESURA DELLE INFORMAZIONI RELATIVE ALLE PRESTAZIONI AMBIENTALI	3. CRITERIA FOR ENVIRONMENTAL PERFORMANCE REPORTING
Il ricorso a indicatori delle prestazioni ambientali contribuisce ad aumentare la chiarezza, la trasparenza e la comparabilità delle informazioni fornite da un'organizzazione. La scelta di tali indicatori è importante: essi devono rispondere ai criteri dell'allegato III, punto 3.3. La Commissione elaborerà a tempo debito alcuni orientamenti in merito alla scelta e all'impiego di indicatori delle prestazioni ambientali.	The use of environmental performance indicators helps to increase clarity, transparency and comparability of the information provided by an organisation. The selection of these indicators is important and they must fulfil the requirements in Annex III(3)(3). The Commission will develop guidance on the selection and use of environmental performance indicators in due course.

ORIENTAMENTI PER LA PARTECIPAZIONE DEI DIPENDENTI NEL QUADRO DI EMAS	GUIDANCE ON EMPLOYEE PARTICIPATION WITHIN THE FRAMEWORK OF EMAS

Allegato I del regolamento (CE) n. 761/2001:	Annex I to Regulation (EC) No 761/2001 which states:

c) i loro ruoli e le loro responsabilità per raggiungere la conformità alla politica ambientale, alle procedure e ai requisiti del sistema di gestione ambientale, ivi comprese la preparazione alle situazioni di emergenza e la capacità di reagire;	(c) their roles and responsibilities in achieving conformance with the environmental policy and procedures and with the requirements of the environmental management system, including emergency preparedness and response requirements;

Il personale che ha dei compiti che possono provocare impatti significativi sull'ambiente deve aver acquisito la competenza necessaria mediante formazione, addestramento e/o esperienza appropriate. (Allegato I-A.4.2)".	Personnel performing the tasks which can cause significant environmental impacts shall be competent on the basis of appropriate education, training and/or experience. (Annex I-A(4)(2)."
"Oltre ai requisiti dell'allegato I, sezione A, i dipendenti devono essere coinvolti nel processo teso al costante miglioramento delle prestazioni ambientali dell'organizzazione. A tal fine si dovrebbe ricorrere a forme appropriate di partecipazione, come il sistema del libro dei suggerimenti o lavori di gruppo su singoli progetti in seno a comitati ambientali. Le organizzazioni tengono conto degli indirizzi della Commissione sulla migliore pratica in questo settore. Su loro richiesta, partecipano anche i rappresentanti dei dipendenti. (Allegato I-B.4)".	"In addition to the requirements in Annex I - Section A employees shall be involved in the process aimed at continually improving the organisations' environmental performance. Appropriate forms of participation like the suggestion-book system or project-based group works on environmental committees should be used for this purpose. Organisations shall take note of Commission guidance on best practice in this field. Where they so request, any employee representatives shall also be involved. (Annex I-B(4)."
Il coinvolgimento di tutti nelle attività di tutela dell'ambiente consente sicuramente una maggiore efficacia operativa e costituisce quindi un requisito indispensabile per la riuscita del progetto. La partecipazione attiva di tutti i dipendenti al processo di miglioramento continuo delle prestazioni ambientali non deve quindi essere considerata un onere. Questi orientamenti mirano proprio a dimostrare il contrario.	Involvement of all in the environmental work is a chance and an opportunity to work in a more effective way and is the prerequisite for success. The active involvement of employees in the process of continual improvement of the organisations' environmental performance should not be seen as a burden. This guidance tries to emphasise the opposite.
I presenti orientamenti indicano percorsi e strumenti tesi a coinvolgere attivamente i dipendenti e atti a rendere meno oneroso il lavoro sia dei dirigenti che dei dipendenti, garantendo così un'agevole applicazione del sistema EMAS.	This guidance shows ways and means of actively involving employees that will make the work more effective, that will put less burden on both management and employees and that will assure the good implementation of EMAS.
L'attività condotta sulle tematiche ambientali deve avere carattere di continuità, il che richiede il coinvolgimento attivo di tutti i componenti di un'organizzazione (dirigenti e impiegati).	The work with the environmental issues must be continuous. Without the active involvement and participation of everybody (management and employees) in an organisation this will not happen.
Coinvolgere in quest'attività tutti coloro i quali operano all'interno dell'organizzazione rappresenta altresì il modo giusto per mantenere il sistema di gestione sempre vivo e attuale. L'esperienza dimostra che i sistemi di gestione incapaci di coinvolgere attivamente tutti i soggetti finiscono per diventare burocratici e inefficienti.	To have everyone in the organisation involved in the work is also the right way to keep a management system alive and fresh. Experience has shown that management systems that do not actively involve everyone tend to become bureaucratic and do not function well.
È importante che i dipendenti considerino il loro impegno a favore dell'ambiente non come una minaccia, ma come un'opportunità per migliorare le proprie condizioni di lavoro e poter andare fieri di lavorare in un'organizzazione rispettosa dell'ambiente.	It is important to make the employees see the environmental work, not as a threat but, as an opportunity to, among other things, improve working conditions and create pride for working in an environmentally good organisation.
Le attività di ricerca e di audit condotte sulle organizzazioni aderenti a EMAS nonché le esperienze raccolte in materia di modifica dell'organizzazione del lavoro in generale dimostrano che il risultato è migliore laddove tutti i dipendenti siano sempre attivamente coinvolti e anche i loro rappresentanti partecipino alle attività.	Research, auditing of EMAS organisations and experience on the issue of change of organisation of work in general, have shown that when all employees are continuously actively involved, and in particular when their representatives are taking an active part in the work, the outcome is better.
L'esperienza dimostra che anche il senso di affaticamento che può derivare dall'applicazione di sistemi come EMAS e la norma ISO 14001 può essere evitato favorendo la partecipazione attiva del personale.	Experience has also shown that fatigue that can occur after a period of work with systems like EMAS and EN ISO 14001 can be avoided by the active involvement of employees.

The organisation should acknowledge that active employee involvement is a driving force and a prerequisite for continuous and successful environmental improvements as well as being a key resource in the improvement of environmental performance. The organisation should acknowledge that the active involvement of the employees in an active manner is the right method to anchor the environmental management and audit system in the organisation in a successful way.
L'organizzazione deve riconoscere che il termine "partecipazione dei dipendenti" implica che ogni dipendente partecipi e sia informato, individualmente e attraverso i propri rappresentanti, secondo quanto previsto dal rispettivo ordinamento nazionale; di conseguenza ci deve essere, a tutti i livelli, un sistema di partecipazione del personale dipendente. L'organizzazione deve prendere atto che impegno, capacità di risposta e sostegno attivo da parte della direzione sono condizioni indispensabili per il buon esito dei processi sopra descritti. In tale contesto va sottolineata l'esigenza di un feedback da parte dei dirigenti nei confronti del personale dipendente.	The organisation should acknowledge that commitment, responsiveness and active support from the side of the management is a prerequisite for the success of those processes. In this context the necessity of feedback from the management to the employees must be stressed.

L'organizzazione deve riconoscere la necessità di offrire sistematicamente al personale informazione e formazione in materia ambientale, nonché di garantire che a tutti venga almeno impartita una formazione di base. La formazione dei dirigenti è anch'essa essenziale per gestire i cambiamenti.	The organisation should acknowledge the need for continuous staff information and training on environmental issues. Basic information and training should be given to all employees. Training of management is also an essential part in managing changes.

È compito dell'organizzazione provvedere a mettere a disposizione del personale dipendente strumenti che ne incoraggino i suggerimenti volti a migliorare l'ambiente, per esempio mediante la collocazione di "cassette per i suggerimenti".	The organisation should see that there exists simple ways for employees to make suggestions improving the environment. This should, for example, be done by installing suggestion-boxes.
I dipendenti all'origine di iniziative che abbiano determinato una migliore prestazione economica e/o ambientale dell'organizzazione dovrebbero essere ricompensati mediante riconoscimenti economici o di altro genere.	When actions taken by employees lead to improved economic and/or environmental performance of the organisation employees should be rewarded. Both financial and other types of reward systems can be used.

I presenti orientamenti sono intesi ad agevolare l'individuazione degli aspetti ambientali significativi derivanti da attività, prodotti e servizi su cui l'organizzazione che presenta richiesta di registrazione al sistema EMAS eserciti un controllo gestionale oppure eserciti un'influenza ai sensi dell'articolo VI del regolamento. Nel sistema EMAS, gli aspetti ambientali significativi sono il punto focale del sistema di ecogestione di un'organizzazione, della valutazione e del miglioramento delle sue prestazioni ambientali, grazie alla definizione di obiettivi e finalità, nonché del processo di riesame in corso. Gli aspetti e gli impatti ambientali significativi sono inoltre pertinenti nell'ambito della dichiarazione ambientale ai sensi dell'allegato III.	The purpose of this document is to give guidance for the identification of significant environmental aspects arising from activities, products and services over which an organisation applying EMAS has management control or influence according to Annex VI. Under EMAS, significant environmental aspects are at the centre of attention of an organisation's environmental management system and of the evaluation and improvement of its environmental performance by setting objectives and targets as well as of the ongoing review process. Significant environmental aspects and impacts are also relevant within the environmental statement according to Annex III.

All organisations have to consider the direct aspects of their operations. However, for non-industrial organisations the focus will often be on indirect environmental aspects of their activities, products and services.

Indirect environmental aspects can result from the interaction of an organisation with third parties which can to a reasonable degree be influenced by the organisation seeking EMAS-registration. For non-industrial organisations, such as local authorities or financial institutions, it is essential that they also consider the environmental aspects associated with their core business. An inventory limited to the environmental aspects of an organisation's site and facilities is insufficient.

Gli aspetti ambientali diretti possono essere controllati tramite decisioni gestionali interne; nel caso invece degli aspetti ambientali indiretti, al fine di acquisire vantaggi sul piano ambientale l'organizzazione dovrà poter incidere su appaltatori (e subappaltatori), fornitori, clienti e utilizzatori dei propri prodotti e servizi, dando prova di saper utilizzare il proprio peso in modo creativo. Conformemente all'allegato VI, punto 6.3, lettere da a) a g), la gestione degli aspetti ambientali indiretti può includere i seguenti elementi (elenco non esauriente):	Direct environmental aspects can be controlled by internal management decisions. Whereas indirect environmental aspects require an organisation to use its influence on (sub-)contractors, suppliers, customers and users of their products and services to gain environmental benefits. This will require an organisation to be creative in how it uses its influence. On the basis of Annex VI 6(3)(a) to (g) the management of indirect environmental aspects may include, but is not limited to:

6. COME PROCEDERE ALLA VALUTAZIONE DELLA SIGNIFICATIVITÀ	6. HOW TO CARRY OUT THE SIGNIFICANCE ASSESSMENT
Per decidere se gli aspetti ambientali siano o meno significativi, è necessario esaminarli e valutarli. Gli aspetti ambientali individuati come significativi devono essere inclusi nel sistema di ecogestione e nel processo di riesame in corso. Quelli individuati come non significativi vanno comunque ripresi in considerazione per tenere conto dell'evolvere della situazione. Per valutare la significatività degli aspetti ambientali in gioco, l'organizzazione definisce un proprio insieme di criteri specifico. In base al regolamento (CE) n. 761/2001 i criteri "devono essere generali, verificabili in un'ottica indipendente, riproducibili" (allegato VI, punto 6.4) e tenere "conto della normativa comunitaria" (allegato VI, punto 6.1). L'allegato VI, punto 6.4, lettere da a) a g), riporta alcuni dei criteri che l'organizzazione potrà utilizzare ai fini di decidere in merito alla significatività dei propri aspetti ambientali.	In order to decide whether they are significant all environmental aspects identified need to be examined and evaluated. Environmental aspects which have been identified as significant must be incorporated into the environmental management system and the ongoing review process. Those identified as not significant should also be reviewed to take into account changing circumstances. To assess the significance of the environmental aspects in question, the organisation defines its own individual set of criteria. According to Regulation (EC) No 761/2001, the criteria "shall be comprehensive, reproducible and capable of independent checking" (Annex VI (6)(4) and shall take account of Community legislation (Annex VI (6)(1). Annex 6(4) to (g) gives some of the criteria an organisation may consider when deciding on the significance of its environmental aspects.
In sostanza, per valutare la significatività di un aspetto ambientale, l'organizzazione dovrà esaminare i seguenti elementi:	Basically an organisation should consider the following issues in assessing the significance of an environmental aspect:
- potenzialità di produrre danni ambientali,	- potential to cause environmental harm

- entità, quantità, frequenza e reversibilità dell'impatto,	- size, number, frequency and reversibility of the aspect or impact
- esistenza di una legislazione ambientale pertinente e relativi requisiti,	- existence and requirements of relevant environmental legislation
- importanza che l'aspetto riveste per le parti interessate e per i dipendenti.	- importance to the stakeholders and employees of the organisation
Questi elementi e i criteri selezionati possono essere formulati sotto forma di quesiti cui rispondere "sì" o "no", oppure essere impiegati in modo più differenziato ai fini di valutare la significatività degli aspetti ambientali di un'organizzazione in una prima fase e creare un elenco di priorità di azione in una seconda fase (ad esempio: classificando gli aspetti in base a una priorità "elevata", "media" o "bassa", oppure come "molto importanti", "meno importanti", "non importanti").	These issues and the criteria selected can be taken as questions to be answered with "yes" or "no", or they can be used in a more differentiated way in order to assess the significance of the organisation's environmental aspects in a first step and to create a priority list for action in a second step (e.g. by classifying in "high", "medium", "low" or "very important", less important, "not important").
Nell'effettuare questa valutazione, l'impresa deve inoltre tenere conto delle condizioni di avviamento e cessazione della attività e delle situazioni di emergenza ragionevolmente prevedibili. In undertaking the assessment the organisation shall also look at start-up and shutdown conditions and at reasonably foreseeable emergency conditions. Furthermore past, present and planned activities shall be taken into account.
Ai fini della valutazione, può rivelarsi utile una serie di fonti di informazioni quali autorizzazioni, normative pertinenti (ad esempio sui limiti quantificati o sul monitoraggio degli agenti inquinanti), piani di azione nazionali, piani di lavoro locali, risultati di monitoraggi o studi scientifici. ORIENTAMENTI PER I VERIFICATORI RELATIVAMENTE ALLE VERIFICHE DA CONDURRE NELLE PICCOLE E MEDIE IMPRESE (PMI) E IN PARTICOLARE NELLE PICCOLE IMPRESE E NELLE MICROIMPRESE	GUIDANCE TO VERIFIERS ON THE VERIFICATION OF SMALL AND MEDIUM-SIZED ENTERPRISES (SMEs) PARTICULARLY SMALL AND MICRO-BUSINESSES

1. INTRODUZIONE	1. INTRODUCTION
Si ha la sensazione diffusa che le PMI abbiano notevoli difficoltà ad adottare sistemi di gestione quali le norme ISO 9001, le ISO 14001 e l'EMAS, considerati eccessivamente onerosi dal punto di vista burocratico e fonte di dispendio di tempo. Il problema non risiede tanto nella comprensione dei requisiti posti dai summenzionati sistemi, ma nel riuscire a disporre delle risorse umane ed economiche atte ad applicarli e a mantenerli. Una particolare difficoltà risiede nella fiducia tradizionalmente riposta nella documentazione al centro del controllo, considerata l'unico mezzo per dimostrare l'efficienza di un sistema di gestione rispetto ai requisiti previsti dagli standard e dalle normative. Mantenere siffatti sistemi e controllarne l'applicazione richiede tempo e spesso non si confà alla prassi lavorativa delle piccole aziende.	There is a perceived problem that SMEs have difficulty in implementing management systems such as ISO 9001, ISO 14001 and EMAS. The systems are seen as too bureaucratic and time consuming. The problem is not in understanding the requirements of these management systems but in being able to provide the physical and financial resources to implement and maintain them. Of particular difficulty is the traditional reliance on controlled documentation as the only means of demonstrating that a management system is performing in accordance with the requirements of the management systems defined in standards and regulations. The maintenance and control of such systems is time consuming and often contrary to the working practices of small companies.
Le piccole imprese sono caratterizzate da canali di comunicazione immediati, personale polivalente, formazione sul posto di lavoro e capacità di adattarsi rapidamente ai cambiamenti. Il compito del verificatore consiste nell'individuare i punti di forza e le debolezze al loro interno, e nel condurre la verifica evitando di imporre gravami superflui su organizzazioni di dimensioni ridotte. Gli orientamenti che seguono sono destinati proprio alle piccole organizzazioni e, per alcuni aspetti, si applicano solo alle microimprese. Il verificatore deve accertare l'applicabilità di questi orientamenti all'organizzazione posta sotto verifica, in relazione alle risorse di cui la stessa dispone.	Small companies are characterised by short reporting lines, multifunctional staff, on-the-job training and the ability to adapt rapidly to change. The task of the verifier is to recognise the strengths and weaknesses of such organisations and to conduct the verification in such a way as not to impose unnecessary burdens on small organisations. This guidance is designed to apply to small organisations and in some instances will only apply to micro-businesses. The verifier should use his experience to ascertain the applicability of this guidance to the organisation being verified in relation to the resources available to the organisation.
2. DOCUMENTAZIONE	2. DOCUMENTATION
Scopo della documentazione in un sistema di gestione è garantire che l'organizzazione possa operare conformemente al tipo di gestione desiderata. Per garantire lo svolgimento di ogni singola operazione secondo quanto prescritto, indipendentemente da chi le esegue, si possono quindi adottare procedure scritte. Si ricorre alla documentazione scritta anche per dimostrare il corretto svolgimento di particolari operazioni o l'esatta applicazione di procedure, come nel caso dei dati ricavati dal monitoraggio a riprova dell'ottemperanza alle leggi vigenti.	The purpose of documentation in a management system is to ensure that an organisation can consistently carry out its operations in accordance with the way it wishes to manage. Thus written procedures may be employed to ensure that any operation is performed consistently irrespective of the operator. Documentation is also used to provide evidence that particular operations or procedures have been carried out correctly e.g. data from monitoring to show legal compliance.
Nel corso delle verifiche condotte presso le PMI, i verificatori devono tener presente quanto segue:	When performing verifications at SMEs, verifiers should remember the following:
- Non tutte le procedure necessitano di documentazione scritta	- Not all procedures need to be documented
Nelle piccole organizzazioni si ricorre sovente a procedure impartite verbalmente e alla formazione sul posto di lavoro. Compito del verificatore è documentare il funzionamento della procedura.	Verbal procedures and on-the-job training are often used in small organisations. The task of the verifier is to find evidence that the procedure works.
Esempio: Un determinato sito potrebbe aver adottato una procedura particolare per la raccolta separata di diversi tipi di rifiuti. In questo caso, la documentazione richiesta riguarderebbe due aspetti:	Example: A site may have a procedure to segregate different types of waste. The evidence required would be twofold
- dimostrare che l'operatore comprende ciò che sta facendo,	- does the operator understand what he is doing
- dimostrare che la separazione dei rifiuti funziona in pratica	- waste segregation is working at a practical level
- Le procedure dovrebbero essere proporzionate	- Procedures should be proportional
Al momento di decidere sull'adeguatezza delle procedure è necessario tenere presente le dimensioni e la complessità dell'operazione, la natura degli impatti ambientali associati all'operazione stessa e la competenza degli operatori incaricati di svolgerla. Semplici diagrammi, schemi e matrici possono rappresentare la soluzione più efficace.	The size and complexity of the operation, the nature of the associated environmental impacts and the competence of the operators should be taken into account when deciding on the adequacy of procedures. Simple flow charts, pictograms, notices and matrices may be the most effective.
3. CONTROLLO DELLA DOCUMENTAZIONE	3. DOCUMENT CONTROL
Lo scopo precipuo del controllo della documentazione è quello di verificare che i documenti giusti siano nelle mani di coloro che li devono utilizzare. Nella sua forma più semplice ciò richiede soltanto un elenco dei documenti e delle persone che dovrebbero utilizzarli. La verifica del funzionamento del sistema consisterebbe semplicemente nell'accertarsi che ognuno disponga della documentazione necessaria.	The essence of document control is to ensure that the appropriate documents are in the possession of those who need them. In its simplest form all this requires is a list of the documents and who should have them. The verification that the system works would simply be to see if the people had the documents they should.

I verificatori dovrebbero sempre ricercare prove obiettive del funzionamento di un sistema senza produrre quantità eccessive di documenti. Nelle organizzazioni di piccole dimensioni, è pertanto spesso più facile controllare l'efficacia delle procedure esaminandone i risultati.	At all times a verifier should be looking for objective evidence that a system works not excessive amounts of paperwork thus in small organisations it is often easier to check the effectiveness of procedures by the outcome.

Il verificatore non dovrebbe controllare procedure scritte per accertare l'efficacia del controllo della temperatura, purché i registri siano debitamente completati e indichino che tale controllo rimane nei limiti dovuti. Il verificatore dovrebbe piuttosto controllare che il responsabile del processo in questione lo comprenda pienamente. Ove, invece, i registri rivelino difformità rispetto alle prescrizioni, l'organizzazione dovrebbe essere in grado di dimostrare l'adozione dei necessari interventi correttivi.	a verifier would not have to check written procedures to see that control of temperature was effective provided that the records were complete and showed that the control was within effective limits. The verifier would also need to ensure the understanding of the employee responsible for this process. If non-conformances with the control requirements were shown by the records then the organisation should be able to demonstrate effective corrective action,

Un'organizzazione dotata di una politica di riciclaggio della carta dovrebbe dimostrare di aver adottato gli strumenti necessari (per esempio, appositi cestini per lo smaltimento della carta, ecc.) e che i dipendenti sanno come utilizzarli. L'efficacia di una politica volta all'utilizzo esclusivo di carta riciclata potrebbe essere dimostrata tramite le etichette presenti sulle confezioni della carta utilizzata.	an organisation with a policy of recycling paper would need to demonstrate that the appropriate facilities were in place (recycling bins, etc.) and that employees knew how to use them. The effectiveness of a policy of using only recycled paper could be demonstrated through the labelling on the packaging of the paper used.
5. RELAZIONI	5. REPORTS
L'obbligo di effettuare una dichiarazione pubblica proprio del sistema EMAS non va visto come l'obbligo di realizzare e stampare un prospetto patinato. Esso è volto ad assicurare che le parti interessate siano debitamente informate delle prestazioni dell'organizzazione. Nel caso di organizzazioni di dimensioni ridotte, le principali parti interessate di solito risiedono nei paraggi del sito e l'organizzazione può dunque decidere di adempiere all'obbligo fornendo informazioni fotocopiate o simili. Il sistema EMAS non dovrebbe essere concepito come fonte di inutili oneri per le piccole imprese.	The requirement for a public statement under EMAS should not be interpreted as a requirement to produce and have printed a glossy report. The requirement is intended to ensure that stakeholders are informed of the performance of an organisation. In the case of small organisations this major audience will usually be those in close proximity to the site and an organisation may choose to respond by the provision of photocopied information or similar. EMAS should not be seen as providing unnecessary burdens on small companies.
6. AUDIT E ANALISI	6. AUDITS AND REVIEW
Nella maggioranza delle piccole imprese sarà possibile individuare qualche persona dell'organizzazione sufficientemente autonoma da poter svolgere la funzione di audit. In organizzazioni molto piccole (microimprese), tuttavia, ciò può anche non essere possibile. Al fine di evitare di ricorrere a un'impresa esterna per l'effettuazione dell'audit, il verificatore può accettare alcune alternative:	In most small businesses it will be possible to find someone within the organisation sufficiently independent to carry out the audit function. In very small organisations (micro-businesses) however this may not be possible. In order to avoid the necessity of employing an outside company to carry out the audit the verifier may wish to accept some alternatives.
- audit effettuati dalle camere di commercio, dalle associazioni di categoria del commercio e dell'artigianato, dalle organizzazioni locali delle PMI a livello locale o da altre simili,	- audits from the local chambers of craft/trade, organisations of SMEs or other similar organisations
- partenariato tra due o più microimprese in unico sito al fine di condividere risorse ed esperienza pratica nello svolgimento degli audit,	- partnerships between two or more micro-businesses in one location sharing resources and expertise in the performing of audits
- abbinamento di audit e analisi della gestione (ambientale) al fine di risparmiare tempo e risorse.	- the combining of audit and management review in one exercise thus saving time and resources.
