DECISIONE DEL CONSIGLIO del 14 febbraio 2000 relativa al distacco di esperti nazionali in campo militare presso il Segretariato generale del Consiglio per un periodo interinale	COUNCIL DECISION of 14 February 2000 on the secondment of national experts in the military field to the General Secretariat of the Council during an interim period
IL CONSIGLIO DELL'UNIONE EUROPEA,	THE COUNCIL OF THE EUROPEAN UNION,
visto il trattato sull'Unione europea, in particolare l'articolo 28, paragrafo 1,	Having regard to the Treaty on European Union and in particular Article 28(1),
visto il trattato che istituisce la Comunità europea, in particolare l'articolo 207, paragrafo 2,	Having regard to the Treaty establishing the European Community, and in particular Article 207(2),
considerando quanto segue:	Whereas:
(1) Nell'ambito del rafforzamento della politica estera e di sicurezza comune (PESC) e, in particolare, della politica europea comune in materia di sicurezza e di difesa di cui all'articolo 17 del trattato sull'Unione europea, il Consiglio europeo, riunitosi a Helsinki il 10-11 dicembre 1999, ha invitato il Consiglio ad istituire, a decorrere dal marzo 2000, gli organi e le strutture interinali per l'attuazione della politica europea comune in materia di sicurezza e di difesa.	(1) In the framework of the strengthening of the common foreign and security policy (CFSP) and in particular of the common European policy on security and defense provided for in Article 17 of the Treaty on European Union, the European Council meeting in Helsinki on 10-11 December 1999 invited the Council to establish as of March 2000 the interim bodies and arrangements for the implementation of the common European policy on security and defence.
(2) Il Consiglio europeo ha previsto come misura transitoria che il Segretariato generale del Consiglio sia potenziato, a decorrere dal marzo 2000, con esperti militari distaccati dagli Stati membri per aiutare nel lavoro della politica europea comune in materia di sicurezza e di difesa e per formare il nucleo del futuro Stato maggiore militare,	(2) The European Council laid down as an interim measure, that the General Secretariat of the Council would be stengthened as of March 2000 by military experts seconded by Member States in order to assist in the work of the common European policy on security and defence and to form the nucleus of the future military staff,
DECIDE:	HAS DECIDED AS FOLLOWS:
Articolo 1	Article 1
1. Esperti nazionali in campo militare (denominati in seguito "esperti militari") saranno distaccati dagli Stati membri presso il Segretariato generale del Consiglio (denominato in seguito "Segretariato generale").	1. National experts in the military field (hereinafter referred to as the "military experts") will be seconded from member States to the General Secretariat of the Council, hereinafter referred to as the "General secretariat".
2. Gli esperti militari faranno parte del Segretariato generale. Essi forniranno consulenze militari all'organo militare ad interim istituito dalla decisione 2000/144/PESC del Consiglio, del 14 febbraio 2000(1) e al Segretario generale/Alto rappresentante a sostegno della PESC. Essi formeranno il nucleo dal futuro stato maggiore militare. Essi assisteranno l'organo militare ad interim.	2. The military experts will be part of the General Secretariat. They will provide military expertise to the Interim Military Body set up by Council Decision 2000/144/CFSP of 14 February 2000(1) and the Secretary General/High Representative to support the CFSP. They will form the nucleus of the future military staff. They will assist the Interim Military Body.
Articolo 2	Article 2
Un esperto militare deve avere la cittadinanza di un Stato membro dell'Unione europea.	A military expert on secondment shall be a national of a Member State of the European Union.
Articolo 3	Article 3
Gli esperti militari saranno soggetti alle norme stabilite da una decisione del Consiglio che dovrà essere adottata entro il 29 febbraio 2000.	The military experts will be subject to the rules which will be established in a Council Decision to be adopted by 29 February 2000.
Articolo 4	Article 4
1. La presente decisione entra in vigore il giorno dell'adozione.	1. This Decision shall enter into force on the date of its adoption.
2. Essa si applica, fatte salve le emanande norme di cui all'articolo 3, a decorrere dal 1o marzo 2000.	2. It shall apply, subject to the rules referred to in Article 3 having been adopted, as from 1 March 2000.

La presente decisione è pubblicata nella Gazzetta ufficiale.	This Decision shall be published in the Official Journal.
