IL CONSIGLIO DELL'UNIONE EUROPEA,

THE COUNCIL OF THE EUROPEAN UNION,

visto il trattato che istituisce la Comunità europea, in particolare l'articolo 181 in combinato disposto con l'articolo 300, paragrafo 3, primo comma, e paragrafo 4,

Having regard to the Treaty establishing the European Community, and in particular Article 181 in conjunction with the first subparagraph of Article 300(3), and Article 300(4), thereof,

vista la proposta della Commissione(1),

Having regard to the proposal from the Commission(1),

visto il parere del Parlamento europeo(2),

Having regard to the opinion of the European Parliament(2),

considerando quanto segue:

Whereas:

(1) La decima convenzione(3) conclusa con l'Agenzia delle Nazioni Unite per il soccorso e l'occupazione di profughi palestinesi (UNRWA) è scaduta il 31 dicembre 2001.

(1) The 10th Convention(3) concluded with the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) expired on 31 December 2001.

(2) La crisi in atto nel Medio Oriente comporta un onere supplementare per l'UNRWA.

(2) The current crisis in the Middle East has put additional burden on UNRWA.

(3) L'assistenza comunitaria all'UNRWA contribuisce utilmente alla stabilizzazione del Medio Oriente e alla campagna contro la povertà nei paesi in via di sviluppo e favorisce quindi lo sviluppo economico e sociale sostenibile della popolazione beneficiaria e dei paesi ospitanti in cui tale popolazione vive.

(3) The Community assistance to UNRWA is an important element in stabilising the situation in the Middle East and furthermore forms part of the campaign against poverty in developing countries and therefore contributes to the sustainable economic and social development of the population concerned and the host countries in which the population lives.

(4) Sostenendo l'attività dell'UNRWA si contribuirebbe probabilmente al conseguimento degli obiettivi comunitari.

(4) Support of UNRWA operations would be likely to contribute to the attainment of the Community objectives.

(5) Occorre concludere una nuova convenzione con l'UNRWA affinché l'aiuto della Comunità possa continuare ad essere erogato nel quadro di un'azione globale e ininterrotta.

(5) A new Convention should be concluded with UNRWA so that the Community's aid can continue to be provided as part of a comprehensive programme offering a measure of continuity.

(6) Occorre definire una procedura interna atta a garantire il corretto funzionamento della convenzione. La Commissione dovrà quindi essere autorizzata ad apportare le modifiche che la convenzione consente di adottare mediante procedura semplificata (scambio di lettere),

(6) The appropriate internal procedure should be established to ensure the proper functioning of the Convention. It is therefore necessary to delegate to the Commission the power to carry out modifications where the Convention provides for modifications to be adopted by simplified procedure (Exchange of Letters),

DECIDE:

HAS DECIDED AS FOLLOWS:

Articolo 1

Article 1

È approvata, a nome della Comunità, la convenzione tra la Comunità europea e l'Agenzia delle Nazioni Unite per il soccorso e l'occupazione dei profughi palestinesi (UNRWA) per l'assistenza ai profughi nei paesi del Vicino Oriente (2002-2005).

The Convention between the European Community and the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) concerning aid to refugees in the countries of the Near East (2002 to 2005) is hereby approved on behalf of the Community.

Il testo della convenzione è allegato alla presente decisione.

The text of the Convention is attached to this Decision.

Articolo 2

L'esecuzione del programma comunitario di aiuti alimentari a favore dell'UNRWA è disciplinata dalla procedura stabilita dal regolamento (CE) n. 1292/96 del Consiglio, del 27 giugno 1996, relativo alla politica e alla gestione dell'aiuto alimentare e ad azioni specifiche di sostegno alla sicurezza alimentare(4).

The execution of the Community programme of food aid to UNRWA shall be governed by the procedure defined in Council Regulation (EC) No 1292/96 of 27 June 1996 on food-aid policy and food-aid management and special operations in support of food security(4).

Articolo 3

La Commissione approva, in consultazione con un comitato speciale, le modifiche che la convenzione consente di adottare mediante procedura semplificata (scambio di lettere).

The Commission shall approve, in consultation with a special committee, modifications to the Convention where the Convention provides for modifications to be adopted by way of simplified procedure (Exchange of Letters).

Articolo 4

Article 4

Il presidente del Consiglio è autorizzato a designare le persone abilitate a firmare la convenzione al fine di impegnare la Comunità.

The President of the Council is hereby authorised to designate the persons empowered to sign the Convention in order to bind the Community.
